One or Two Questions

After 12 years of violent military dictatorship (1973-1985), Uruguay took uneasy steps toward democratic rule. How would the country come to terms with its bloody past? Is peace synonymous with justice – or forgetting? These are the questions that faced the Uruguayan people in the late 1980s, when they were asked to vote on an amnesty law for crimes committed by the police and army during the dictatorship. Using a U-matic camera, Swiss filmmaker Kristina Konrad crisscrossed the country and interviewed people in the street, capturing frightened mumblings, hopes for justice and desires to move on. Edited 30 years later with clips from campaign ads, this previously unseen footage delivers essential lessons in democracy and its challenges. (CS)
